The report will be distributed to some 10,000 leaders in Washington, D.C., including every Congressional office, and has the potential to reach millions in print and online.

More than 20 inches of rain fell across Haiti, and now the United States braces for the impact of a storm that is strengthening over warm Caribbean waters.
